[HCRA] High speed CW translation

Your ears must have been burning, Eric! One of my friends asked me what
that was about a week ago. Unfortunately, it is about as easy to copy as
FT5GA at European sunrise, and I only got about what Rick got. There's an E
after ENC, but its pretty well buried.
