[HCRA] New HCRA 10 meter contest certificate

For those of you looking for a logging program, N1MMlogger is free
(http://www.n1mm.com) as is the DOS dinosaur CT by K1EA
(http://www.k1ea.com). Keep in mind that if you use a cluster or other
spotting assistance, you are considered in the multioperator category
(which is mixed mode only).
We'll be on...if I can stop burning tubes in the amp before then, that
is...the count is up to 5 in the past two weeks.
