[HCRA] 10 opening

10 opened up this morning, and has been a little bit louder than usual 
all week.  The Kp should hang around 3-4 for a little while; EU was 
audible, but mostly down the CW end.  Oddly enough, 15 has not been 
quite as good (maybe nobody turning their radios on in EU).

Anyway, figured I would spill the beans and let you fellows work some 
high-band DX.  That's right...there are bands above 40!
