[HCRA] HCRA Forums up and running!

I don't mind the HCRA Email reflector, but when you subscribe to 5
different email reflectors, and having the same emails sent to all 5
reflectors, email reflectors get a bit annoying. However, the HCRA
Reflector is good for *important notices*. But, on some reflectors there
are just too many forwarded emails, automated announcements, and "me
too" type replies that flood my Inbox.  (However, HCRA's email reflector
is very well regulated in comparison to many other reflectors)

Not to mention, having a forum will not limit members to ham radio
subjects only.

The reason I decided to create the forum is because I have heard
multiple complaints about the current email reflectors.

Forums will allow people to post pictures and files instead of just
plain text.

I am not making this forum to be an "HCRA Forum" It is just to be a
western mass ham radio forum. I even put categories for MTARA and for
the KD1XP Repeater Group.

I had some extra bandwidth to share, so I decided to put it to good use.
