[HCRA] Hcra forums

Forums are a great place to organize thoughts and ideas.  I have one setup
at work to discuss details on many different projects.  One good use for a
forum in the club would be field day or any other special events.

If someone is willing to provide the administration, IP, and hardware, it
would be a wonderful addition to the club.  If it goes over well, the club
may wish to get their own URL to make it even more personal.

The benefit to forums over mail lists are as stated below, you look at the
information you feel relevant and not what everyone posts.  Mail lists do
have their benefit so I would not give it up completely.

Hams are all about communication, why not another place to have fun. 

For this forum to be labeled as HCRA, I would get the board approval first.
