[HCRA] Intelligent use of reflector.

I just received a piece of mail via the HCRA Reflector concerning a 
document that was not enclosed. Since the message did not concern me or 
90% of reflector users, why was it necessary to send it to all reflector 
users?
There are enough Spam generators out there, do we need to generate more?
