[HCRA] APRS info

Hi Eric,

I already forwarded it to K1YO Bob.  It has more to do with the technical 
end of things and doesn't need board approval (but if it does, Bob will 
know).  I asked Bob to forward it to the digital people namely Jim K1MEA and 
Peter N1AGV.
