Dave,

CT Section is coordinating this from the Amateur point of view. As for the 
ARRL, well, no comment other than their staff lives in CT section.

As for needing name address, etc. that is so people can keep track of 
everyone. We take that information and use it to track down lost souls and 
to know who participated where in case they need to be contacted for 
whatever reason. With first responders, this is all on file already, with 
volunteers it usually is not.  Sometimes jurisdictions require everyone. 
even paid staff, to sign a waiver of liability, *NOT WHAT THIS LOOKS LIKE 
FROM THE EMAIL* which would also require this information. It is not going 
to be used for nefarious purposes.

>From the email it says that hams would support the ARC but may be asked to 
do more. The problem is that ARES and RACES needs to really get more active 
and integrated with the emergency response apparatus in the jurisdictions. 
Then they will be better integrated into the planning of exercises. I do not 
work for the companies doing that contract so I cannot say what level of 
participation there has been by hams on the planning committee but I can say 
that from the exercises I have partaken in for work or for ARES in VA, we 
only play where people know us. So if it seems like no one knows us and what 
we do, perhaps that is the case. I do not know.

As for travveling to undisclosed locations, that is part of it. If the 
planners tell you everything from the scenario then you are not 
demonstrating your capabilities to respond to the unknown so much as your 
capabilities to plan ahead for the known. Flexibility is always key.

I am extremely confused by the request for participation in the upcoming 
TOPOFF exercise.
A undisclosed group is asking for much private information, for an exercise 
that may require you to  travel to an undisclosed destination to accomplish 
a undisclosed mission. No-where is the ARRL field organization mentioned, 
which make me presume that this exercise is completely out of the realm of 
the ARRL field organization. If this exercise is really important wouldn't 
the League field organization be involved? Why do we have the League field 
organization?
