[HCRA] TOPOFF Exercise

I am extremely confused by the request for participation in the upcoming 
TOPOFF exercise.
A undisclosed group is asking for much private information, for an 
exercise that may require you to  travel to an undisclosed destination 
to accomplish a undisclosed mission. No-where is the ARRL field 
organization mentioned, which make me presume that this exercise is 
completely out of the realm of the ARRL field organization. If this 
exercise is really important wouldn't the League field organization be 
involved? Why do we have the League field organization?
