[HCRA] ATV update

Some bells and whistles on the ATV repeater.  Added ATV night, frequency =
and location video on a 10 minute interval beacon.  Per your requests, =
removed the signal strength display from video overlay.  It now displays =
the signal strength on a blue background for 10 seconds after you stop =
transmitting.  This will let you "See" your own signal level.  A minor =
glitch occurred, the signal voltage reading is stuck.  I'm 99% sure I =
busted a solder connection on the receivers AGC circuit.  No problem it =
will get corrected the next time I go to the site.  Also turned up the =
video s/n ratio with better 75 ohm cable.
