[HCARC] Need help understing Repeater option comments by Dennis KF5STP and Harvey K5HV

As a new member, I don’t expect to understand everything going on with our repeater options, but this one is very important to the club, the Red Cross and to the community and is really hard to understand. Anyone willing to explain?
Dennis, KF5STP, wrote about an option: “We have a standing invitation to install our repeater on the 400 foot KKER tower east of town....with greater range, backup emergence power (That we now do not have) and at one half our current cost....”.
When I read this, I wondered why it had not already been done. On the surface, this looks like an easy call. However, there must be more to it..
It appears that this seemingly better option should not be discussed in an open meeting, with the entire membership discussing and considering the option. Instead, it should be be brought up in an Executive Committee meeting and then sent back for engineering considerations and planning.
I have had extensive experience in business management and have served on many Boards of Directors, but this one is very hard to understand. (The committee/study consideration approach is on I have used many times to bury stuff.)
Bet I’m not the only one who does not understand this. Would someone please explain this to us ?
