[HCARC] N5P Special Event Ham Call

Is there something special about Special Event Ham Call “N5P” (i.e. reserved for the Nimitz Museum or ???) or is it available to any licensed radio operator who wants to run a Special Event Station such as one to commemorate Dec 7th (Pearl Harbor Day), VE or VJ Day, Veterans Day, POW/MIA Day or whatever.  I have a friend who is a pretty good artist who is willing to make QSL Card drawings for occasions like this for me to have printed.
