[HCARC] Set UP Rule

It depends on what is meant by "total time."  If, it means the time from the 
start of setting up until it is complete - just waiting for Field Day to 
begin at 1:00 o'clock Saturday, that would mean that, if we begin Thursday 
evening at 7 o'clock, we would have to have setup complete by Friday evening 
at 7:00 o'clock, 0000Z Saturday. Then, we would be twiddling our thumbs for 
17 hours.

On the other hand, if it means the time actually expended in setting up, 
taking time off for sleeping Thursday and Friday nights, then it might make 
sense to start doing some setup Thursday  evening.

Not a very well written rule.
