[HCARC] Set UP Rule

So This the rule on set up so tentatively we could start set up on Thursday Evening at p.m. (000Z Friday) and our total time to set up for field day could not exceed 24 hours in total time.

3.3. No class A or B station may begin its set-up earlier than 0000 UTC on the Friday (Thursday 
afternoon or evening local time) preceding the Field Day period. Cumulative set-up time shall not exceed a 
total of 24 hours.
