I doubt what you have in mind will work. You are attempting to move
the crystal almost 20% in frequency - which I think is not very likely.
Such "rubbering" is usually limited to much less than 1% of the
"nominal" crystal frequency. Unless you are using a specially designed
VXO (a so called variable crystal oscillator) - most crystals will only
"move" on the order of 0.1% - which would be about 59 Hertz! - rather
less than the 9.5 kHz you are looking for. These numbers may not be
exact, and will change depending on the type of cut the crystal uses,
and other factors, but you get the idea.
