I really doubt you'd be able to shift a 59 kHz crystal all the way to 50 kHz with a capacitor.
It depends on the cut of course but just for comparison: a 32kHz tuning fork crystal oscillator can be shifted up or down a few Hz with a capacitor.
OTOH you could probably repeak any 50kHz IF transformers for 59kHz just fine (maybe just maybe you'd take some turns off or tweak the built-in C's.)
For a 50kHz BFO that you'd want to be able to tweak up and down several kHz with the BFO knob, the LC tank is pretty ideal.

How practical is this device (Russian tube type quartz crystal oscillator) to use in place of a FT-243 quartz crystal as the second oscillator for a 50 KHz 2nd IF in an HBR styled receiver?

I was hoping to procure a wiring diagram and then put a capacitor in series to adjust from the 59 KHz to the 50 KHz IF frequency.
