[HBR] troubleshooting an HBR 16-help appreciated

Hi Gang-I finally bought a pretty nice one some months back but non working. 
Audio is working, power supply good. 1710 kc osc good, 3.5 mhz marker good 
etc. I only have 1 set of 40 meter coils that seem to have been built right. Im 
not getting any output on the 
vfo/ 1st oscillator. I checked and rechecked 1st osc wiring and components- 
seems correct. Any suggestions? Oh and I assume  1st osc should be about at 8.7 
mhz out on 40? Correct me if Im wrong. Any other suggestions most 
appreciated. I do have a signal gen, vtvm, and a scope. Thanks again!!! 73s Lew K1NDV
