It appears that Collins issued serial numbers just before
sale so the number is not strictly related to the order of
manufacture. Some manufactures were very sloppy about serial
numbers. For instance the company that made the famous Speed
Graphic cameras change numbering methods a couple of times. They
also issued duplicate numbers following WW-2. One can
approximately date older cameras but not newer ones. Another
serial number mess is Bausch & Lomb. They seem to have issued
separate serial number series for each type of lens. I have a
list someone was kind enough to send me of microscope objectives,
it has no relationship to camera lenses plus the numbering of
different types of camera lenses seems to have been separate. On
top of that they changed their whole scheme of numbering sometime
in the late 1940s.
I suspect that some manufacturers deliberately scrambled
their serial numbers to keep secret how many items they were making.
