Greetings to David and the Forum:
In answer to your question, yes, electrolytic capacitors are still made
in voltages up to 450 volts commonly, with a few available in still higher
voltages.
The purpose of "stuffing" old electrolytic capacitor cases with new
electrolytics is for cosmetic purposes only.... the intent is to retain the
"look" of a vintage radio as it was when it left the factory.

I thought current thinking was to stuff some modern electrolytic caps
in series / parallel to come up to the correct value and stuff them
into a decorative perhaps original can?
