That is true for some power tubes like the 3-500Z what often have leaky seals around the tube pins. But, for the vast number of receiving tubes and lower powered transmitter tubes, as well as most ceramic power tubes, not necessary. I have tubes that have been around for almost 90-years that haven't had power on them for decades that still work fine when put in a unit.
