A simple solution I use to restore discolored meter faces is
to remove and disassemble the meter and carefully remove the
meter, open it up, and remove the meter face plate. 

Then scan it either on your scanner in either black & white
or in color depending on how discolored it is.  If it's in
color, use Photoshop or equivalent software to edit out the
discoloration  and then either print it out in the proper
scale on clean bright white paper.  In the past, I've used
this method using either my computer scanners/printers  or
having Kinko's do this for a very nominal cost. 

Once printed out, simply carefully cut out the clean new
meter face and paste it using paper glue or adhesive to
paste onto the meter face plate. Reassemble the meter and it
looks good as new.
