I don't know specifically about this clock but most
clocks don't have spacers between the hands, rather the
stems clamp the hand to the shaft. The root of the stem is a
split spring which grips the shaft. If part of the split
section had not broken off you can compress it a little with
small pliers or tweezers and push it onto the shaft to the
depth is should go. Some stems have a collar around the hand
to aid in spacing. Make sure the hand is straight so it
won't catch on another hand. You may be able to rescue this
clock.
Something else. I've found some clock motors have
powdered iron cores or perhaps they are the magnets. They
can begin to crumble and particles get into the motor. I've
been able to get them out with sticky tape and toothpicks
and the motor ran fine. I've had to do this to a couple of
darkroom timers.
