Hi Tom,
I'll try a few answers--
I don't know where to find the large (or small) "top-hat" hold-downs.
If you find a source, pse let me know, I could use some.
The bottom cover is just a plain flat sheet, no holes other than the
mounting holes. Top is similar, plain flat, but a small angle bracket
in each corner to att. to the posts.
I think I bought a qty of hole plugs from Grainger a yr or 3 ago, not
cheap, but better than 2 or so at a time from Sears, etc. I'll see if I
can locate some.
