The B+, I assume (you report filament voltage ok).  My copy of the  
SP-200 manual shows a capacitor input filter in the B+ (and bias,  
too), with moderate capacitance values at the filter input.  You may  
have a shorted choke.  Check the DC resistances.  Replace the choke  
with another of somewhat-similar value.

HAH!  this is a hint.  A supply that is unloaded will have higher  
voltages by a bunch than when it is loaded.
