It is a 1.6A slo-blow or a 3A fast-blow, which will blow from time to time.
The slo-blow will not. You are right - it is just that startup transient.
Most slo-blo fuses will take that, but they are sometimes harder to find,
say, at Radio Shack.
Blowing a fuse after startup is generally one of those capacitors (like C162
or C164) that is right across the HV supply and has sprung a leak. Or a tube
that has developed a short, but that should be pretty easy to figure out.
