Of all the SP-600's I have seen over the years, 90% of the problem lies with
the mechanical alignment of the dials. Make sure the line up with the proper
lines prior to doing the electrical if and rf alignments. One well known
rebuilder of SP-600's (now a SK) was notorious for not having the dials
"zeroed" on his rebuilds.
Ymmv, Taxes may be extra.
