Hi Bob,
There should be no voltage on the meter in "man" posn. IIRC the meter
should be a 200mv movement, and will have somewhere around 30-40mv across
it at full scale. I'd suspect that one you have is a 1ma movement, or
worse, and it may be open if you're measuring voltage across it with no
deflection.
It sounds like you're getting absolutely no AVC action. It could be
the "AVC-MAN" switch. Both it and the meter switch have so little voltage
across them, and so little current thru, that the don't get "cleaned" by
what's passing, and they do get dirty contacts. If you have some spray
DeOxit, shoot a bit inside each one & work them several times. That'll get
them going again, for a while at least. I've been there, done that, don't
remember it all, didn't get the tee shirt. Could also be a bad 6AL5,
V-14, the AVC diode.
