[Hammarlund] S meter

I have a question on all of this:
Based on my experience with "older" receivers, the gain falls
off with higher operating frequency. The older the Rx the
faster the gain tends to fall off. e.g. comments on SX-28's
indicate that it can be quite significant, it's even noticable
on R-388's.
So, given that the gain of the Rx is not constant with operating
frequency how can the "S-meter" be relieved upon for x uV for S9?
e.g. consider reading on the 80m band versus 10m band?
