It is not a matter of "shotguning" the paper type
capacitors but a real need to replace them.  Even
though the receiver may seem to be operating
correctly, the paper type capacitors are almost
certainly "leaky".  Replacing them with "orange drops"
will improve the performance of the receiver usually
by a significant amount.

Also, the load on the power transformer will be
reduced because of the removal of all of those leaky
capacitors acting as resistors to ground.

I don't believe in the necessity of "shot-gunning" all
the capacitors but some do.
