Sometimes you have to work with the gamma, brightness,
and contrast to get everything "just right". Also, I
have run into spots and so forth that have to be
"painted out" in white.
However, if you work hard enough it most certainly is
possible to get an excellent reproduction.
I have done this with various dial scales. Also, I
have completely redone dials by scanning them, making
the scan very light, and then redrawing the scales,
using the text function to put in numbers and letters,
etc. Then you can get rid of what is left of the
original scan by increasing the brightness.

Scan the old scale. That would require removing the
thing so it could be placed, flat onto a scanner. I
have a scanner.
The scan it. Process the result and covert it to grey
scale. That should get rid of all the yellow without
loosing any of the stuff we want to keep.
Now crop, test, and print. Print to a glossy paper
like you would use to print photographs. Takes an ink
jet printer.
