Hi Rick,
    You don't mention if it's off similarly on all bands.  There's an
index mark on the dial at the low freq. end.  When at the end of travel,
the pointer should line up with it.  If it doesn't, you'll have to remove
the panel to make the adjustment, it's at the center of the dial, 3 screws
holding a round brass plate.  The dial has slotted holes to allow some
movement.  If it does line up, don't mess with the dial mechanically, do a
full alignment, which you'll probably want to do anyway.  Start with the
IF's, get the 455kc IF lined up with the exact xtal freq.  Follow the
manual's instructions, it's not hard, but in total there are a lot of
adjustments and back & forth movements on the dial.  The HF oscillator can
be brought in very closely from end to end, within half a pointer width,
if nobody's messed with the main tuning capacitor.
    The intermittent meter could well be the switch.  It's a very low
current application and the contacts won't self clean.  Shoot some DeOxit
into the switch and work it back & forth several times.
