You really need to inductively couple the 600 to the counter.  I would think
that you could do this through some home made dual wound coil and cap that
is resonant around 3.5 mc.  You may need to add the preamp with an
attenuator and you might also want to build your coil arrangement so that
you can varying the coupling.  You would want to couple as loose or light as
possible, this will help on the harmonics and also the addition of a low
pass filter before and after the preamp.
