What can also be done is to use the receiver itself as
the signal generator.  Apply the signal somewhere at
an appropriate point at a higher frequency point and
let the internal oscillators take care of converting
the frequency.

This works in most situations.  A frequency counter
can be used at both ends to make sure that the
frequencies are within tolerance.
