Not sure this will help but I had a lot of trouble getting mine to even 
oscillate.
After hours and hours of testing I found ,what appeared to be, a poor RF 
ground in the Osc circuit.
Taught me a lesson, continuity to ground with a VTVM or what ever may 
not tell you anything at RF.
Much different animal.

Anyway I found a number of  chassis connections in that area  with good 
DC  ground and  thought
I'd try and tighten up the chassis screw connections. BANG everything 
started to happen right.
There was enough corrosion between the star washer and the chassis to 
block RF!....
This was after much component testing - So I suspect a similar thing in 
your case; especially at the
higher levels of the two two bands.
Give it a try and see what happens.
