[Hammarlund] HQ 180 RF OSC Problems

Has anyone who has tried to do an HF alignment on a Hammarlund HQ 180, had difficulties aligning the top two bands? I am finding it hard to get the HF Oscillator to get to 15 mhz. on the 7.85 - 15 mhz. band, and 30 mhz. on the 15.7 - 30 mhz. band.
It`s like the HF Oscillator just won`t go there.
I have installed an Almost All Things Digital freq counter to the HQ180 and it works fine and doesn`t hinder the HF Oscillator, because I have tried it in and out of the circuit. The radio has new tubes installed and all the contact switches cleaned .The low bands tuneup beautifully.
Any ideas??
