I wonder if the "bean counters" got in the picture? 
Disc ceramics are certainly cheaper than the paper
types, and the tendency of manufacturers is to reduce
costs if at all possible.  Disc ceramics work in the
audio circuits although the "hi fi" sound is
diminished.  However, the receivers were being built
for communications quality audio and not for "hi fi".
