You can't legislate information exchange. I know Duane wanted to do it
this way some time ago, but on several other "non-Duane" .qth lists I'm on,
it started this way last week, and was changed to the original way,
("reply" = the sender, "relpy to all" = the list plus the sender) after
many people objected to the "new" way, as it was here when he proposed it.
I'm on a number of non-qth lists that use the "old" way, as are many
others of us. It'll be difficult for me, at least, if I have different
schemes for different lists. With the "new" way, the originator never gets
a direct copy of a reply, it has to get to him thru the reflector unless
the sender does it manually. The reflectors have often been adding many
hours to the transit time, some of the replies are time sensitive.
I thought most of us were smart enought to hit "reply to all" if we
wanted to go to the list. Maybe I'm wrong. I do know lots of stuff does
get passed privately, and much stuff should. But it's no use for all the
list to see "I'll buy that', etc., and many of those responses do involve
more personal content.
Just my opinions, and they may be worth what you paid for them, which
is a lot less than what we all should be paying for the .qth services that
Al W. provides for us.
