The short answer is yes, that bare wire goes to ground.

There should be one wire that connects the two resistors (R72 and R73)
together. That connection also goes to a sorta orange-ish wire that goes
back to the IF area. The other end of one of the resistors goes to the +150
regulated, and the other end of the other resistor goes to ground.

The mid point between the two resistors should be close to 100 volts.
