There has been some concern voiced about the veracity of the Source 
Forge file download services.

The files section for fldigi, sourceforge.net/projects/fldigi/files/

now includes a text file, sha256vals.txt, that will be updated each time 
a new windows setup file is made available.  You can check the 
downloaded file against it's SHA256 checksum using software such as

http://securityxploded.com/sha256-hash-generator.php

There a several programs ranging from a GUI interface to a command line 
tool that can be used on MS systems.  I have not verified any of them 
including the one available at the above link.

If you have C# skills you could write your own using this bit of code 
provided by MS
