I read your email to Dick.  I believe that you are pretty much right.  I hope that the probllem is with  the SignLink.  I am getting a new one tomorrow, nd accessories.  Hope it works

The Signalink USB does not have a USB-serial interface, only an audio one. It uses the built-in Mac audio software, and thus needs no serial drivers.

The Signalink has a built-in VOX that triggers the PTT signal from the transmit audio. This sounds like the transmit audio levels are not set up properly in the repaired mini, or something else has changed, like perhaps the audio out level or microphone source selection in the K3. The PTT output is obviously wring on the SL, but no audio is going to the DSP in the K3. My first thought is to check the K3 sources.
