[Ham-Mac] Application for rating sounds samples of shortwave signals

I apologize if this isn't the proper forum for seeking a developer but I need some help before international shortwave broadcasting dies and I think this might be a good place to start.

My name is Bill Whitacre and I work for the IBB in Washington, DC.  We have a Mac app called RMS Rater that allows someone to 'rate' sound samples from Remote Monitoring Systems across the globe.  The rated sounds are then sent to a server here in DC for processing.

The RMS Rater app was originally written using CodeWarrior and is not functional on 'newer' Macs since Rosetta was pulled from the Mac OS.

I really need someone to 'update' or 'rewrite' our RMS Rater app to run on modern Macs or iPads or in platform-independent HTML5.
