I just did some quick tests and confirmed that Mexico time zones in Apple's system preferences are different from US time zones. I set my closest city to Mexico CIty, and my system was on Central Standard Time. When I switched to Austin, the system switched to Central Daylight Saving Time.
If you'll choose a closest city that is in fact in Mexico, you should see correct time zone and DST change behavior, without having to adjust multiple programs. That's in Apple Menu->System Preferences->Date and Time->Time Zone. Uncheck the "Set time zone automatically using current location" box in order to enter a city name manually.

Couldn't find any place to set offset in fldigi so had to set cpu time 1hr off for fldigi but then rumlog was wrong unless reset! Any help on where to adjust til April?
