Work flow changes for NBEMS users

flmsg changes

  Corrected BCOLOR to BGCOLOR on ICS206 and ICS213 templates

  Added --b command line flag to enable opening both flmsg and browser 
view of data file named in command line parameters

  Fix LDFLAGS
   
    * Link with all needed libraries. Required when linking with 
--no-add-needed or the experimental gold linker, which has this 
behaviour by default.
    * On X11 platfoms we should explicitly link  with libX11 because we 
use XCreatePixmap via the FLTK fl_create_offscreen macro

  Template simplfication
   
    * Modified html templates to use simpler format specifiers
    * Changed all html string tags of form "<xxx:" to ":xxx:"
    * Added directory src/html_templates which contains working html 
document templates for each supported form.
