I have Apple Mail set for plain text and just let its word-wrap function do it's thing. There doesn't appear to be any setting for line length and I wonder if it may be a function of the width of the typing window? Unfortunately my ISP uses Google Mail and it doesn't forward copies of my messages sent to groups on Yahoo or other servers to my system (I rarely check the web pages).
Your TXLevel message looked fine as received here.
