What I had in mind was

Virtual Box as the virtual O/S environment

Linux as the guest O/S

Then run the linux version of WSPR

That is all free.

The only problem I see is that it can be quite tricky getting WSPR to 
run under LINUX. I tried a couple of times and then gave up.

Personally I run Parallels on my Mac with a number of guest O/S but that 
costs money.
