Apple's TextEdit, included as part of OS X, is a fairly capable word  
processor, at least in 10.3 and 10.4. It even opens and saves  
Word .doc files. It should be able to support labels via a custom  
paper size.

Pages has templates for envelopes, but nothing built-in for address  
labels. Shouldn't be hard to create a custom layout and paper size  
for labels, though.
