Thanks Volker, this seems like a reasonable workaround until Apple 
fixes their problem in GarageBand.

In case the settings get 'stuck' this fix is somewhat painful - but it 
does work...

Unplug iMic or USB speakers

Using terminal:

cd ~/Library/preferences/ByHost
rm .GlobalPreferences*

cd  /Library/Preferences/
rm .GlobalPreferences.plist

reboot

reconnect iMic or USB speakers
