If you haven't already, you might want to try some other things that can affect time and date.
First, try resetting the Parameter RAM (PRAM).
Next, if your Mac is not on all of the time, some UNIX maintenance routines may not be running (usually set for early morning). Get MacJanitor or something similar to run these "chron" jobs.
Third, run repair of privliges on your startup drive.
Finally, reset the Open Firmware.
All of these, in increasing order of severity, are part of routine fixes for reluctant OS X Macs.
