Either your router, or something else upstream from it, is not allowing
inbound unsolicited packets on either TCP 5198 or 5199. Which router do you
have? What procedure did you follow to set it up for EchoLink?

The router won't care which kind of computer was used to set it up. But
make sure that you:
1. Activated both ports 5198 and 5199 (as well as port 5200), and
2. Directed the router to forward any inbound packets coming in on 5198 or
5199 to the computer that is running Echolink. (It is this step that I
forgot to do the first time I tried Echolink.)
