Where is Apple telling developers this, Chris? If anything, I see the
opposite.
There are lots of big-name developers who are porting to MacOS X via
Carbon, and they aren't likely to change. Apple has adopted the Carbon
strategy for the long-haul.
Apple does encourage developers to consider Cocoa for new applications
that will be MacOS X-only. But it in no way is adamant they do so. (At
this point, I think Apple would just be ecstatic to see more MacOS X
applications)

If MacOS X lasts 10 years, then expect Carbon applications to exist for
that length of time.

I have a 7200, so it is topped out at MacOS 9.1. The G4 in my office, and
my Beige G3 at work are both running MacOS X. Been running MacOS X
continuously since early April.
I am thinking of buying an iBook to take portable, as well as use in the
shack.
